Destruction
There are many companies such as financial institutions that pick destruction as their only option because they have zero tolerance policies in place for data breaches (theft). This is not necessary for all companies. Most companies choose to be more environmentally conscious by choosing only to destroy when the re-sale value is below data eraser cost.

A failed wipe test usually happens because of bad sectors on the media.
